2008 ILLEGAL DUMPING SURVEY
In June 2006, the California State Association of Counties (CSAC), the League of California Cities (League) and the California Integrated Waste Management Board (CIWMB) requested that the County Administrative Officers and City Managers participate in a statewide survey on illegal dumping and litter abatement. The survey resulted in a significant data base on the costs of illegal dumping to local governments and the demographics of illegal dumping. Thirty-five counties and thirty-seven cities completed the survey, and it showed an annual local government abatement and enforcement cost of $44 million. Including the State Department of Transportation $55 million annual cost for highway cleanups, the representative survey documented a significant cost for illegal dumping and litter control.
Based on discussions with CSAC and League representatives and legislative representatives, it was agreed that a 2008 update survey would be justified and worthwhile. Staff members of CSAC, the League, and CIWMB have developed the attached shortened version of the 2006 survey. If your county submitted the 2006 survey, the information you provided can also be found at the link contained in the survey. It is also recognized that other jurisdictions in your county, including Parks Districts, Irrigation Districts, US Forest Service, US Bureau of Land Management, and private property owners, face illegal dumping and litter abatement costs, but you are not being asked to identify those costs.
We request that you complete the Qualtrics Survey by Friday, May 16, 2008. If you feel that the 2006 data your city or county submitted adequately represents the updated costs, that fact can be indicated at the start of the survey.
